SAMPLE SOLUTION Community strategic plan

Community strategic plan

Child removals involve relocating children from abuse and neglect homes into safer ones that offer them a sense of security. Tangible evidence of abuse or neglect must first be collected and ascertained before child protection services can intervene and relocate the child concerned. While neglect presents in the form of overlooking the child’s needs, abuse can take either of three forms: sexual; physical; and emotional abuse (Gelles & Perlman, 2012). Evidence suggests that child removals have been increasing. This is a worrying trend. Discerning the reasons underlying the trend is not the ultimate goal. Rather, developing a viable action plan is the ultimate goal since it would allow for a reversal of the trend and ensure that progressively smaller numbers of child removals are reported in the community (Gilbert, Parton & Skiveness, 2011).

This strategic plan sets out a three-year strategic direction for the community’s child protection services with actions to guide future planning and delivery of children protection opportunities. The action plan will guide the services to deliver on the vision and key outcomes of ensuring that all the children in the community are protected and treated humanely. Child protection services are an essential social undertaking that involves the investigation of suspected child abuse and neglect cases and relocation of abused and neglected children into safer environments. Over the next three years, allowances must be made for population increases, changing demographics, new expectations, and limited budgets. There are also accountability issues, migration trends, and the need for sustainability. In this action plan, child protection services will include abuse and neglect reporting; case investigation; relocation procedures; and case follow-up. Towards this end, the plan will work with the child protection service’s objective of ensuring safer environments for all the children in the community.

The following points are presented as the main elements that form the basis for the proposed community strategic plan:

  • Primary services: Universal child protection services available to all the community members. Primary services, in the context of this strategic plan, are universal services offered to everyone who seeks or needs them. The goal of these services is to offer support for the community before child neglect and abuse occur, and ensure that they never occur. They help prevent child abuse and neglect from happening.
  • Secondary services: Early intervention in suspected child abuse and neglect cases. Secondary services, in the context of this action plan, are programs that identify and reduce the stresses contributing to child abuse and neglect. In essence, they are targeted at vulnerable and at-risk community members and families. They are targeted at persons who require further support or are working towards overcoming significant challenges. They include social support, counseling, and respite care and group therapies.
  • Tertiary services: Responding to child abuse and neglect cases, including high-risk cases that require protection.
  • Demographic issues: addressing the high number of immigrant children residing in the community.
  • Set standards.
  • Research, evaluation, monitoring, dissemination, and service data.

The child protection agencies operating in the community will deliver on the strategic plan by working collaboratively and through partnership. These agencies play a significant role in delivering the strategic plan alongside their own objectives. The plan will address matters such as:

  • Catering for changing population demographics.
  • Recruiting more workers and volunteers to child-worker ratios.
  • Revising child abuse and neglect reporting strategies and action protocols.
  • Providing opportunities that appeal to potential volunteers to encourage them to actively engage in child protection services, respond to changing demographics, and gain quality experience.
  • Ensuring sufficient quality databases and infrastructure to enable involvement at all levels of the community.

In essence, a successful strategic action plan will enhance the current service delivery because it will:

  • Avoid duplication in effort and investment.
  • Facilitate resource sharing and innovative problem-solving.
  • Improve comparability between the community and other communities.
  • Ensure that the resolutions are applied.
  • Reduce inequity in the way children are protected, though it is widely accepted that services providers must consider local needs.
  • Facilitate an increasingly evidence-based approach to policies implementation and oversight.
  • Facilitate collaboration between all stakeholders involved in child protection.
  • Take long-, medium- and short-term implementation approaches.
  • Form the basis for child abuse and neglect case evaluations in the future.

Children within the community will be better protected and nurtured under the proposed strategic plan because it focuses on and intensifies child protection activities, delivers better coordination between stakeholders, and leads to more efficient deployment of resources. In particular, it considers the design and delivery of child protection plans, program development, research, monitoring, and evaluation. It is also cost-efficient, as an early investment will more than likely preclude the need for expenditure after problems have occurred. It is important to note that the proposed strategic plan will complement the current child protection initiatives as well as provide a mechanism to bring all stakeholders together to work towards shared goals. It is on the basis that service delivery is flexible, innovative and matched to the real needs that exist in the county. At the conclusion of the project implementation, it is anticipated that all the children in the community will be safe and nurtured to live in stable environments that promote their wellbeing.
